Abstract

This study was conducted to assess the validity and provide legislative grounding for the Seoul Metropolitan Government Ordinance on Cybersecurity, enacted in 2025 in response to the increasingly complex cyber threats driven by the proliferation of advanced technologies such as AI, big data, and IoT. Through a systematic three-stage data analysis of relevant laws and ordinances, this research identified 21 core provisions tailored to Seoul's institutional requirements while reflecting common regulatory practices. This study provides empirical data and strategic guidance for ordinance development, establishing a framework for comprehensive municipal cybersecurity governance rather than simply reviewing existing regulations. The data-driven methodology applied to local legislation presents academic and policy value, offering a replicable model for municipalities developing cybersecurity ordinances.
