A Study on the Introduction Strategy of a Digital Healthcare Model in Busan through the Case Analysis of the Germany’s DiGA

Abstract

This study aims to analyze the operational performance of Germany’s Digital Health Applications (DiGA) system and proposes a strategy for its implementation in Busan, South Korea. DiGA is a digital therapeutics (DTx) and health application management system introduced by the German government to support the treatment of chronic diseases and mental health conditions while enhancing accessibility through health insurance coverage. Through literature reviews and case analyses, this study examines the effectiveness of DiGA and patient engagement levels, evaluating its feasibility for adoption in Busan. The findings confirm that DiGA has demonstrated high patient retention and positive treatment outcomes. To successfully implement a similar model in Busan, establishing a digital therapeutics certification system, launching a pilot project for health insurance coverage, strengthening collaboration with university hospitals and research institutions, and improving medical data utilization policies are essential. By adopting these strategies, Busan is expected to position itself as a leading city in digital healthcare innovation in South Korea.
