Derivation of Digital Guide Routes : A Data-Driven Analysis of Hotspots for Older Adults in Seoul

Abstract

This paper aims to overcome the limitations of the existing operational model of Seoul’s Digital Guide service by employing a data-driven analysis to scientifically identify areas with high concentrations of digitally vulnerable groups—particularly older adults—and to derive a new route focused on indoor service points. The study covers all 25 districts of Seoul and utilizes population flow data at a 50m × 50m grid resolution, along with location data for 8,160 indoor facilities frequently visited by older adults, to compute an Older Adults Density Index. Furthermore, differential weights reflecting the gender and age characteristics of the learners (citizens receiving training from Digital Guides) in each district were applied to address the inefficiencies of the conventional outdoor-based routes, thereby proposing more efficient circuit routes. A case analysis of Guro District revealed that, under the existing routes, approximately 4,469 learners were served per term (six months), whereas the new route is expected to serve around 5,036 learners—an increase of about 12.7%—despite reducing the average route length from 4.3 km to 3 km. The findings provide objective evidence for the formulation of digital inclusion policies and offer practical implications for similar projects aimed at reducing the digital divide.
