Abstract

With the recent launch of low Earth orbit (LEO) satellites and reconnaissance satellites, the military utilization of space, the fourth domain of warfare, has increased, highlighting its importance. However, cyber attacks on space systems have also become more sophisticated and are continuously increasing. Although the Ministry of National Defense has implemented the Risk Management Framework (K-RMF) for cybersecurity since 2024, preparations for applying security control overlays to space systems are still insufficient. This paper references the U.S. CNSSI 1253 space platform overlay to analyze the changed satellite operating environment and adds an analysis of space system security threats defined by the Consultative Committee for Space Data Systems (CCSDS). The study proposes a method for selecting enhanced keyword-based space overlay controls and presents the results. The study identified 157 space overlay controls, 38 more than the U.S. space platform security control overlay, and conducted a comparative analysis to determine the appropriate security effects on CCSDS security threat items.
